Career

I am an attorney at law practicing as an independent lawyer in the Republic of Panama. My practice covers a wide range of subjects as stated below. Primarily I am a legal practitioner with extensive professional, judicial, government,international and academic experience.

Main qualifications:

Doctor of Laws (Doctoris Scientiae Juridicae) at the Pontificia Universidad Javeriana (Bogotá, Colombia) with Diploma in Socio-Economic Sciences and Labour Law in 1972 and 1970 respectively.

He earned a master's degree in Development Economics at the University of Sussex (England, United Kingdom of Great Britain) in 1974.

He attended the University of Cambridge (England) for a summer course on English Law.

He was Justice of the Supreme Court of Justice of Panama from 1990 to 2005 and was elected Chief Justice for 6 years (1994-2000), the longest tenure in recent Panamanian history.

He was elected in 1995 as the first President of the Organization of Supreme Courts of the Americas at its first meeting in Washington DC and has lectured in several Latin American countries. Several of his works have been recognized internationally for judicial and academic authorities.

Fluent in Spanish and English. Intermediate knowledge of Italian.

Between 1990 and 2005 I served as Justice and Chief Justice of the Supreme Court of Justice of Panama, the highest court in the land.

Since leaving the Supreme Court I have also provided expert witness testimony on Panamanian Law in litigation in the United States District Court, Southern District of New York (Corporate Law); the United States District Court forthe Southern District of Florida, Miami Division (Torts); and in various International Commercial Arbitration Tribunals (chosen seats in New York and Washington).
